Jane Carroll is a veteran immigration lawyer who brings deep experience in employment-based US. Immigration law and in advising organizations on creating compliant and efficient global immigration programs.  She serves as Of Counsel to LawQuest and to The Law Office of Poorvi Chothani, PLLC, Florida.    

Prior to joining LawQuest, Jane was Principal of a global immigration consulting firm that designed comprehensive talent migration strategies for companies and organizations operating across international borders.  Jane’s experience brings expertise to every phase of the global immigration process and provides holistic, collaborative solutions to ensure that global immigration programs function efficiently and compliantly. She created organizational and communications structures within organization to enable them to manage complex global immigration issues. 

Before joining the consulting firm, Jane was Senior Counsel at a nationally ranked top-tier immigration law firm in San Francisco, California, where she provided global immigration account and program management to Fortune 500 clients.  She was responsible for enabling the predominately US immigration law firm to develop a global immigration practice providing global immigration counsel to its clients.   

Jane was also Associate General Counsel of a global software consultancy with over 5,000 employees and subsidiaries in 14 countries, headquartered in Chicago, Illinois for 14 years, where she was responsible for all US immigration and global immigration law matters, including nonimmigrant visas and legal permanent residence.  She created and developed a successful, compliant immigration department within the company’s newly formed in-house legal department.  Jane worked with senior management to integrate the immigration and global assignment processes into the affected business operation, i.e., talent management, recruiting, resource staffing, human resources, global mobility, sales, business expansion, talent development, training, legal, tax, benefits, travel and payroll.   

Jane was Principal at the law offices of Jane Skelley Carroll, Attorney at Law, Chicago, Illinois for 10 years, managing a boutique business, corporate and family-based immigration law practice.  She represented businesses and highly skilled professionals, including engineers, physicians, medical researchers, physical therapists, architects, university faculty and computer scientists, on nonimmigrant and permanent residence matters.  

Professional and Volunteer Work 

Jane has been an active member of the American Immigration Lawyers Association (AILA) and was one of the founding members of AILA’s Global Migration Section (GMS) where she was co-chair of the section for two years.  She has also been chair of AILA’s National Liaison Committee to the US Department of Homeland Security Nebraska Service Center Committee. Jane was a member of the AILA USCIS Service Center Operations Committee and member of the AILA U.S. Department of State Liaison Committee.  

Jane is a frequent speaker with prominent organizations within the immigration field, including the AILA Annual Conference, the AILA Midyear Conference, the Council for Global Immigration, the Federal Bar Association, and the Worldwide ERC Global Workforce Symposium. 

She actively engages in volunteer and pro bono activities, including membership on the National Leadership Board of the National Immigrant Justice Center (NIJC) in Chicago for 5 years, Chicago Volunteer Legal Services, the Pro Bono Network, and the National Immigrant Justice Campaign.  She is a past member of the Board of Trustees of Woodlands Academy in Lake Forest, Illinois and of Clarke University in Dubuque, Iowa, where she received a lifetime achievement award for humanitarian work.
